Role and work of the Panel of Experts on Automobile Insurance Contributions

Québec City, June 21, 2006—Any increase in contributions sought by Société de l’assurance automobile (SAAQ) must first be submitted to a panel of experts for consideration. This is the legal requirement1 that led to the report released today by the Panel of Experts on Automobile Insurance Contributions.

To do its job, the Panel first reviewed the figures put forward by SAAQ and the scenario it was suggesting for a contribution hike. It also held a public consultation to collect the opinions, comments, and suggestions of concerned individuals and groups. It has now reported on its work and delivered a seres of 12 recommendations to the government and to insurance plan fiduciary SAAQ, as well as five suggestions on topics such as road safety promotion and accident prevention.

Over the past few months, the Panel reviewed the most recent figures and actuarial projections. It also had various funding scenarios drawn up to validate a certain number of avenues. In this regard, the Panel enjoyed full cooperation from SAAQ’s main divisions, i.e., those in charge of insurance fund management, internal auditing, actuarial calculations, legal issues, road safety, and accident victim claims. In addition to its collaboration with SAAQ, the Panel of Experts consulted with Québec’s Auditor General.

Public consultations were also held in Montréal and Québec City to guide and instruct the Panel. Some 30 briefs were submitted in all. Panel chair Michel Sanschagrin drew attention to the diversity of viewpoints expressed, the importance of this type of input, and his commitment to incorporating the suggestions received into his recommendations.

Panel members were appointed in June 2005 by Government of Québec decree. The Panel is made up of Mr. Michel Sanschagrin, who is Panel chair, and members Ms. Louis Dagnault and Mr. Jean-François Hudon.

Mr. Sanschagrin is an actuary and a company director, as well as a former Canadian Institute of Actuaries board member, and has contributed to the work of many of the Institute’s committees. He is known for his technical expertise and knowledge of business ethics. Until 2004, Mr. Sanschagrin was Vice President and General Manager, Administration, and Chief Actuary with Industrial Alliance Insurance and Financial Services Inc.

Ms. Louise Dagnault is a certified accountant and partner with the Québec City firm of Mallette. She is also a member of her firm’s professional quality and professional development committees. Over the course of her career, Ms. Dagnault has headed up auditing activities at numerous public and private corporations in the fields of insurance, retirement planning, natural resources, and manufacturing. She is currently a member of a Régie des rentes du Québec task force on private pension plan administration.

Mr. Jean-François Hudon is a lawyer, partner, and member of the board of directors at law firm BCF, with offices in Montréal and Québec City. He acts as legal counsel to insurance companies, banks, and financial institutions and serves a roster of clients involved in commercial and/or real estate acquisitions, sales, and/or financing.
